European Cooperation Projects

The Creative Europe Programme supports transnational cooperation projects involving cultural and creative organizations from various countries participating in the programme. These projects promote collaboration both within the EU and beyond its borders.

Through European Cooperation Projects, the programme aims to improve access to European cultural and creative works, while fostering innovation and creativity across the sector.

The Support to European Cooperation Projects action is open to cultural and creative organizations of all sizes, including micro and small entities, and encourages them to develop and implement sectoral or cross-sectoral projects together with partners from other countries.

European Cooperation Projects are open to all cultural and creative sectors. However, since this action is designed to implement the Culture strand of the programme, projects that only involve audiovisual organizations and that exclusively present audiovisual content are not eligible for funding under this call. 

Eligibility Criteria: Who Can Apply 

Eligible applicants (project coordinators and partners) must be:

  • Legally established organizations from countries participating in the Culture strand of the Creative Europe programme;

  • Actively operating in the cultural and creative sectors for at least two years.

The project coordinator must:

  • Have legal entity status for a minimum of two years by the call deadline;

  • Be able to provide documentation verifying its legal status. 

Depending on the scale, needs, nature, objectives, and priorities of the project, applicants may apply under one of the following categories:

  • Small-scale cooperation projects:
    Involving at least 3 partners from 3 different participating countries.

  • Medium-scale cooperation projects:
    Involving at least 5 partners from 5 different participating countries.

  • Large-scale cooperation projects:
    Involving at least 10 partners from 10 different participating countries. 

Projects may involve one or more cultural and creative sectors and may be interdisciplinary in nature.

Funding amounts and co-financing rates:

  • Small-scale cooperation projects
    The maximum EU grant is €200,000, representing up to 80% of the total eligible costs.
    Projects must involve at least three legal entities from three different countries participating in the Culture strand of the Creative Europe programme - one coordinator and at least two partners.

  • Medium-scale cooperation projects
    The maximum EU grant is €1,000,000, representing up to 70% of the total eligible costs.
    Projects must involve at least five legal entities from five different countries participating in the Culture strand - one coordinator and at least four partners.

  • Large-scale cooperation projects
    The maximum EU grant is €2,000,000, representing up to 60% of the total eligible costs.
    Projects must involve at least ten legal entities from ten different countries participating in the Culture strand - one coordinator and at least nine partners. 

Project Duration

The maximum duration for all projects is 48 months. 

Eligibility for Funding 

Only organisations operating in the cultural and creative sectors are eligible to apply for funding.
Individuals are not eligible to apply.
